This tool is used to blow glitter onto the wet surface of drywall by filling the hopper with glitter and turning the hand crank. It can also be used to apply some sparkle to wet paint on walls or ceilings. The decorating possibilities seem endless.

Kraft makes a cheap plastic version of this item, but this one is made of metal. It appears to be in working condition due to the fact that you turn the handle and air blows out of the nozzle.
